Affidavit of Declaration and Demand for Criminal Investigation

I, Bharat Bhushan (Bharat Luthra), son of Harbans Lal Luthra and Krishna Devi, resident of 108B/22, Luxmi Nagar, Rohtak, do hereby solemnly affirm that the statements made below are true to the best of my knowledge and belief, and I make this declaration fully aware of the legal consequences of providing false information.

1. Statement of Harm

I have been a repeated victim of non-consensual drugging, needle spiking, neurological interference, and systematic abuse, carried out over a prolonged period by individuals known and unknown to me.

These acts include but are not limited to:

>Needle Spiking with sedatives, hallucinogens, narcotic, hormonal, antibiotics, and chemotherapy drugs.

>Physical and chemical interference with my mental, sexual, physical, and cognitive health, including harm to my left knee, brain, heart, kidney, eyes, and sexual function.

>Induced suppression or manipulation of bodily functions, including urination, erections, and other involuntary responses.

>Attempts to silence, monitor, intimidate, and manipulate me, including tampering with medical records and diagnostic data.

>Psychological torment and coordinated attempts to undermine my credibility.

These actions have resulted in:

>Episodes of cognitive fog, severe fatigue, and unexplained disorientation.

>Suppressed natural functions such as urination and sexual arousal.

>Irregular and medically inexplicable physiological symptoms.

>Persistent suspicion of internal organ damage.

I also suspect that serious damage has been done to one or more of my vital organs. As of March 2026, I am still being needle-spiked, which I believe is being done to hide or mask the real medical issues caused by these attacks.

If at any point a random person shoots me or kills me, all the people involved in this conspiracy must still be held responsible. They have already damaged my public image within their nexus and then spread false information outside it. Any such act against me would be a direct result of their actions, influence, and planning.

2 Evidence, FIR and Complain Filed, and Intent

I affirm that I have already filed one FIR and multiple complains in connection with these incidents. These FIR and complains contain names of individuals who are either:

a) directly involved,

b) acting under direction, or

c) part of a larger chain leading to the real masterminds.

I first filed a complaint limited solely to the hacking and unauthorised access of my electronic devices, including my mobile phone and laptop, which was not acted upon by the police. I further state that police personnel at Civil Lines Police Station compelled me to withdraw the said complaint on 20.12.2021. Thereafter, I filed a First Information Report on 28.04.2022 concerning the full sequence of atrocities committed against me. I state that the said FIR was not properly acted upon, as the investigating police personnel independently recorded my father’s contact number, contacted him in my absence, and informed him that incidents of needle spiking are a myth. Subsequently, on 03.10.2025, I submitted a detailed complaint via email to the Superintendent of Police, Rohtak, naming additional persons omitted earlier, which was later withdrawn solely due to my mother’s ill health. In between, I wrote to multiple authorities, including independent NGOs and humans right commission, and none of those helped me.

Some of the people already named are, masterminds or key operational culprits. Additional persons have been identified whose actions, behaviours, and linkages may lead investigators to the actual masterminds behind the coordinated harm inflicted upon me.


3. I have taken deliberate steps to preserve evidence, including:

>Documentation of symptoms, patterns, behaviours, timelines, and suspected substances.

>Preservation of biological samples (hair, blood, etc.).

>Secure storage of digital, audio, photographic, and written evidence.

I confirm that all of these actions were taken with a sound and stable mind, with full awareness, and not under any delusion, hallucination, or mental impairment.

3. Demand for Investigation if Harm Occur:

If I suffer death in near future, permanent organ failure, severe neurological damage, or become mentally or physically incapacitated, I state unequivocally:

a. I did not consent to any drug, medical procedure, manipulation, or act that could cause such harm.

b. A full, independent, and unrestricted criminal investigation must be initiated immediately.

The investigation must include, but not be limited to:

>Toxicology tests of hair, blood, urine, spinal fluid, and tissue samples.

>Cross-verification of all previous medical reports, scans, diagnostics, and suspected tampering. (Most of my medical records are stolen)

>Retrieval and analysis of CCTV footage, call logs, IP addresses, phone data, and geolocation records.

>Seizure of relevant devices if needed.

>Detailed interrogation of individuals named in both FIRs, along with newly identified persons whose trail may reveal the real perpetrators and masterminds.

The objective must be to identify, expose, and convict every individual directly or indirectly responsible, including those in higher positions who orchestrated, ordered, or facilitated these acts.


4. I further state that many of my original ideas and intellectual concepts have been stolen and implemented by elite individuals and entities in India and the United States. In the event that I succumb to the ongoing atrocities described herein, I expressly seek damages, recognition of authorship, and legal protection for all intellectual concepts originated by me.


5. Anticipated False Narrative Regarding Mental Health:

For a prolonged period, I was not aware that I was being subjected to needle spiking. My awareness arose only after I began noticing physical marks on my body, initially on my arm and subsequently on other areas including my buttocks, accompanied by observable reactions and adverse physiological effects. These developments led me to recognize that external interference was taking place.

Any deterioration in my mental state occurred only during periods of repeated needle spiking, including suspected exposure to substances with hallucinogenic or neurological effects. These episodes were externally induced and not endogenous in origin.

Following these incidents, I sought medical assistance for anxiety-related symptoms arising from the above experiences. During this process, my treatment was escalated to medications such as amisulpride (50 mg), despite my consistent and explicit reporting that I was being subjected to needle spiking and external harm. My statements were dismissed, and my condition was interpreted without adequate investigation into potential physical or criminal causes.

I have strong reason to believe that part of the conspiracy against me involves a deliberate attempt to portray me as mentally unstable. This appears to be a premeditated strategy designed to discredit my testimony, weaken my credibility, and obstruct any future legal or criminal proceedings. I further state that one of the suspected masterminds communicated such thing through a Facebook message. Then many of the perpetrators deleted there Facebook and Instagram accounts multiple times.

I further state that individuals involved in these acts may, during interrogation or investigation, present coordinated and rehearsed statements labeling me as mentally unsound. This anticipated defense must be treated with caution and evaluated against medical evidence, interrogation records, documented timelines, and independent forensic verification.


6. I further state that my close family members, specifically, my father and brother in law have been subjected to coercion, manipulation, pressure, intimidation, by powerful individuals and entities connected to the matters described herein, including persons associated with law enforcement, political networks, military or ex-military personnel, religious organizations. Accordingly, I request that any investigation be conducted independently and strictly on the basis of evidence, and forensic findings, irrespective of statements, affidavits, testimonies, decisions, or positions taken by them. I do not seek any compromise, mediation, settlement, or panchayat, but justice to the fullest extent of the Constitution of India.


7. I further state that the organized campaign directed against me, including murder attempts, needle spiking, harassment, intimidation, surveillance, and other acts described herein, involves more than 400 individuals over the years, including perpetrators, facilitators, coordinators, and persons acting under direction. All of their trails can be found using the persons named in my two complaints. I request that investigators identify and investigate the full extent of the network, including all persons who planned, ordered, financed, assisted, concealed, or otherwise participated in these acts.


8. Final Declaration:

This affidavit serves as a legal, moral, and evidentiary record of what I have endured, what I know, and what I demand in the interest of justice.

All perpetrators, regardless of influence, connections, or social standing, must face maximum legal punishment.

>The crime must be recognized as a premeditated, systemic, and prolonged assault on a civilian’s life, body, liberty, and dignity.

I seek truth, transparency, accountability, and the upholding of human dignity and the rule of law. That I state that in the event of my sudden death or any organ failure resulting from or connected to the acts, omissions, harassment, or atrocities mentioned in the First Information Report, the complaints submitted by me, and the matters stated by me online, I seek a mandatory and independent investigation by the Central Bureau of Investigation (CBI). I further pray that such investigation be conducted under court supervision, be fast-tracked, and carried to its logical conclusion. I also seek continuous media follow-up in accordance with law, to ensure transparency, accountability, and that justice is duly served.
